civil servants salaries are meant to be sufficient for survival, with no luxuries. Cannot compare with pte sector.

Does moving from MX13 to MX12 after one year in the civil service count as a 'promotion', i.e. increment will be higher than an average year?

Not sure, cos pretty much everyone moves up to MX12 after one year right? Thanks!

Not it's not really consider a promotion per se.
