is should be as below;

july mid year(2010) civil service bonus = 0.5 month(AVC) + $300
dec end year(2010) civil service bonus = 1.0 month(AVC) + 1.0 month(NPAA aka AWS)
GDP bonus = 1.5 month
PB = 3.0 month

Total = 7 months + $300, should make sense for the year end 2010

That's still one month short of the 8 months bonus calculated by someone. Maybe his PB was $4 months. My question is: with such hefty bonuses, isn't the civil service leading the market, instead of following (or keeping pace) with the market which it is supposed to do.

maybe the civil service has shifted from its stance to lead the market in terms of pay? it's not hard to comprehend given that outside of civil service, companies are increasingly hiring cheaper foreign workers thus pushing down wage levels.

Keeping pace with the financial and legal sector.

Bonus may be higher than outside but basic pay is way lower. That's why some part of the bonus is call Annual variable component to subsidise the lower monthly pay lah....look at overall annual salary basis, the most equal or mostly lower than private sectors...
