We don't. But it has been 3.8k every year, and salaries are unlikely to see a big jump. Maybe only a slight increase every few years to remain competitive or keep up with inflation.

Not this year it isn’t. Some graduate programmes have cuts too.

But it has been at 3.8k for quite a few years already. Isn't it high likely that we will see some kind of increment?
