It depends on your gender and type of degree.
Guys will get 2 increments more due to NS.
Honours grads get another increment.

Are all roles under mindef DXO permanent? Or there’s also possibility contract?

depends on how many/type of headcount your unit have, some perm some contract, best to ask upfront during interview!
