You are not wrong. 16 months is a average calculation.

For uniformed services:
JO
D = No quantum
C=1.2-1.4
B=2.2-2.45
A=3 - 3.4

SO (not sure but roughly higher than JO)
D= No quantum
C=2 - 2.4
B= 2.75 - 2.8
A = 3.4 -3.8

Mid year = 0 - 0.5 range
Year end= 13th month + 0.5 - 1.2 range

Nowadays promotion with consistent good grades like B all the way... for five years prolly will see some light.

If you are lesser than 5 years, don't think about it so fast. CS expanded so much bandwidth but make it harder to promote cos too little estab for higher rank or position.

Not forgetting to make space for their little white horses aka scholars, elites to parachute in.

I thought the requirement for promotion is 2 consecutive Bs? Now they changed the requirement? Is it for all schemes?

With current trend on reducing manpower tax and HR streamlining jobs scope and other functions. They can't create too much positions to suit all. Uniformed services, not 2 B can guarantee you a promotion already, same applies for MX scheme. If you still rem the OCC new promotion criteria guideline. There's one component that your bosses and other management must think or support that you are ready for promotion to take up higher responsibilities. If you kena arrow by other Dir or not support then becomes hanging unless your boss really fight for you.

Another possibility of getting promoted other than your leadership or ready to take higher role is hitting your ceiling and YOS (year of svc) due for promotion to match your next bandwidth pay scale.
