Does merit increment happen together with performance bonus? Or it will be received on different month?

As mentioned by someone in a previous post, within the same substantive rank, and the same PB grade, there is still further gradation and ranking

Depends on your agency. For ministries its PB in March and merit increment in April. Not sure for other agencies

I'm inclined to believe in this theory also. My last few years of PB grade:

22-23: B
21-22: B
20-21: B
19-20: C+
18-19: B (promoted)
17-18: A

My RO told me that my name was submitted for promotion this year but I did not get it. When I saw the names of the promotees in my department this year, they were either super high profile officers or those that stuck many years (probably reached or near ceiling).

For me, I'm still not even at the halfway mark of my ceiling. That's why I probably didn't get it. Cham :(
