There’s an elaborate exercise every appraisal cycle.

Cons
For those who have very good ratings for the past 3 years or so, mgt involved in moderation will continue to give very good rating for 4th year even if staff doesn’t deliver much result. Mgt knows higher mgt won’t query much in this case. Conversely, when an average staff has a very good year of result, mgt typically gets queries from higher mgt and HR for very strong justifications.

No one know yet.

So what u are saying is if consistently get good grades for few years, higher mgmt won't ask so much

But if suddenly a C got a B grade for that year, will ask left right up down

i think mgmt is fair to ask. nobody suddenly wakes up one day and suddenly becomes super effective.
