The offered package isn’t great at all.. but considering the name of MAS, worth a try?

The reason why it appears to be a "start-up" is because of how recent payment services are.

The traditional industries like banking, insurance, and asset management have been around for ages so regulation and supervision is well-established and stable to some extent.

However, payment services are the new kid on the block with many permutations, so the department is still finding its footing. It would probably get better/clearer over time.

Pls provide some context by sharing what is your grade (AD/DD) and yoe, whether you have manager role (leading workgroups included) and what is your base pay. So we can assess whether 3.5 months can be expected for average officers who work hard to perform well.

The flaw is in your sentence. How can you be an officer who works hard to perform well if you are an average officer. I am aware of plenty bang average officers who mistakenly believe they are exceptional due to the lack of candid feedback from their manager that their work output is mediocre.
