More often than not the people manning the helplines are diploma grads since nobody wants to study for a degree just to man helplines. The turnover is high too. No offense to any poly grads.
Anybody in the industry worth their salt will know IRAS hotline is often useless as the person on the other side is often clueless/wrong when it comes to complex queries.
