Has anyone ever rejected a job offer on the basis of not feeling good and at peace with the job offer?

On a separate note, the HR officer who interviewed me for the job which I am being offered told me that she used to apply to SB, and it took SB 3 freaking months to get back to her (from last round of interview to job offer) Now, that's really encouraging as long as you have a little faith and patience...
usually how long from first submitted the application via career@gov then they will ask u go interview??
