1) You're referring to
EDB? It's high competitive to get in - not even sure if they have annual mass recruitment exercise like MHA or
Mindef
2) MI and promo should be standard for most until 1st or 2nd promo - depend on schemes. After that, performance and responsibility based (e.g. handling high profile projects, report to "gods" directly etc)
3) From the way you write show your attitude and aptitude, I don't think you're suitable for public service e.g. chasing $$ and prestige instead of having a heart to serve the public. Most recruitment managers would sense it.
