For your case, default recruitment rule applies. To be fair, I've seen ppl with average or above-average credential absorbed into the elite AO scheme. One of the PSes (was an ex-policeman). But very, very rare cases. Trust me, you won't have time to come to this forum and keep posting.

What are AOs busy with? Attending cooking classes in Paris' Le Cordon Bleu?
I've seen them work. Trust me.

MX12 at age X = B
MX 11 at age X+1 = B (promo)
MX 11 age X+2 = C+ (most likely)
MX 11 age X+3 = B

It's typical for average scholars at high profile agencies but not a norm for an average in average agencies

I did some analysis for you. Even more loopholes. PG and MI doesn't look consistent to warrant a double in pay from 3K+ to 6K+ in 5 years. Promotion and PG pattern also look strange e.g. drastic drop in grading yet promoted in same or following yrs.

1) You're referring to EDB? It's high competitive to get in - not even sure if they have annual mass recruitment exercise like MHA or Mindef
2) MI and promo should be standard for most until 1st or 2nd promo - depend on schemes. After that, performance and responsibility based (e.g. handling high profile projects, report to "gods" directly etc)
3) From the way you write show your attitude and aptitude, I don't think you're suitable for public service e.g. chasing $$ and prestige instead of having a heart to serve the public. Most recruitment managers would sense it.

Agree! I know of many stuck at MX12 for donkey years & growing cobwebs. But to give him the benefit of a doubt, he could just be at the right place at the right time....or the general population is better of doing harakiri.
