From what I can see, you need to be an E-grader (and continue to be even after being placed on this scheme) in order to be terminated. C- is pretty safe, as far as job stability is concerned.
(From a systemic point of view though, this is really terrible. I wouldn't be happy with D-graders teaching my kids; and the system seems to make it impossible to get rid of them?)

Yes. It’s very sad. I look at my colleagues who are D and C- teachers the class. I feel like the kids wasted their time in school.
I ask them why they don’t leave the service. Answer is simple: they have no other skills after teaching for 10+ years and which job gives them 6000-7000 (capped of geo4) per month with high stability? Quit already how to continue with their current lifestyle?
