To get promoted one year earlier than your cohort mates signals higher potential and/or performance, which should be rewarded with a higher salary, not lower.

Like I said. Its an edge case. Salary scales overlap. And you're comparing people who are at the low end of geo4 vs those at the high end of geo3. At the end of the day, you got promoted earlier than your peers who are still stuck in geo3 which means you are likely to be ahead of them in terms of promotion rate.
1. You got promoted so higher salary
2. You got salary revision which applies to all geo4s
They are 2 very different things that happened in the same year
To complain is really being very small minded and expecting an entire ministry to carve out a special case just for special you.
