We're talking about a system wide change and yes there will be edge cases who may not have benefited as much. It doesn't make sense to get promoted one year earlier but shortly after, draw a lower gross monthly salary than peers from the same cohort who got promoted one year later.
To get promoted one year earlier than your cohort mates signals higher potential and/or performance, which should be rewarded with a higher salary, not lower.
