When I came back from PDL and applied for OPE, I had a message 'You do not have dwell time eligibility to apply for the OPE' when I tried to apply.

After emailing HR (mcare), they solved the technical issue and responded back to me the following day. Rectify your issue fast and apply within the next few days as schools/branches seek out the best applicants as early as possible.

After clicking to apply, at first I had the error message also but check your dashboard tab and a short while later, your application appears. All the best!
