I wonder what accounts for this variance between schools

The question is...when were those colleagues of yours promoted to GEO 4? In the past, 3-4 years was the norm. Now less so. For the organization it makes more sense to slow down promotion and focus on other methods of career progression given that there are only up to GEO 5 to promote a normal teacher to. If things continue to go like it did in the past, the organization will not only be top heavy but it will risk overpaying for little in return. If almost everyone is a GEO 4 or 5...must everyone of them have a level or school wide impact? If so, how? We can't possibly have 30 new initiatives a year.
