I guess that's what separates HQ officers from normal teachers. The latter just don't have that special quality in them.

agreed, normal teachers lack the special ability to sugarcoat and inflate.

Generally, HQ officers tend to be book smart but struggles when confronted with real-world uncertainties. They make good managers and often use bureaucracy to hide their many shortcomings. However, in recent years, many farmer-quality teachers have been somehow gotten a stint in HQ. They think they are on par with the scholars, but gets exposed when they couldnt keep with the rest of the herd

Normal teachers tend to feel weary and jaded of the system after 5-6 years, and would resort to their own unconventional methods/means to arrive at what they think is best for students.
