Actually the increment quantum should be the same across salary grade and performance grade.
if you’re XT6 with performance grade B, whether you earn $5k or $8k, you should be getting the same eg $500 increment. That’s why there’s a difference in %.
To give a % annual increment would be unfair to people with difference honors / different gender (those with additional
NS pay). Only those one time ad hoc salary revisions are based on %. Annual increments are fixed quantum, unless you have hit salary ceiling
