if ops queue too short, more patients come. then queue become long
you hire 10x more doc, queue become short, more patients come, then queue become long
if your queue already long, then ppl wont go OPS, but go GP, hence keeping queue at length

The answer is to increase consult time to 15 mins per slot.
Ever wonder why the person making all the executive decision in OPS (the ones that can kill someone) gets the LEAST time out of everyone to see a patient? I think even vaccine nurse appt slot is at least 10 mins.
