It's the same for almost all HR in private or public sector. Need to attract and stop young ones from leaving - so higher base and increments, at the same time aligning with adjustments.
Old ones can leave for all they care - less valued anyway. And with old ones resigning, they have more grounds to hire new ones. And also - many old ones DON'T DARE to resign because they know they are stuck and stagnant, very hard to jump.
What I pity are those stuck in the middle. 5 - 10 YOE - neither here nor there.
