Agree. If those GEO5 HOTs are achieving all the C grade KRAs for GEO5 Teacher, but somehow or rather it appears that they are not pulling their weight in the school, it means only one thing: the system expects too much output from too small a headcount.

It's a strategic manpower planning failure.
