Not sure about OPE, but my school gave most newly promoted officers C. I myself received one of the lower quantum of grade C after promoting to GEO4. I'm guessing the school will not let officers applying for OPE off either since they might be considered "less deserving and less appreciative"

The year that you get promoted, you get a C for sure. At most a C+
There is no one getting above C+
Nothing surprising about the newly promoted officers getting Cs. Same for everyone, regardless whether you apply for OPE, or leave, or not.
