I dont think you're able to negotiate, and the offer was explained over the phone, at least for mine. Not sure if there are any difference in pay for Local CS grads (i dont know of any colleagues who took a local CS degree) but from those I asked, were all getting paid 4.8k (private degree/non-CS local degree)
