If you were to notice, CM is not a compulsory thing in all projects. Generally only bigger projects with more budget will have CM.
You should know which service groups usually have the bigger projects so I shall not dwell so much into it.
The whole point of CM is to guide the users through the transition to a new system. With more budget allocated, you have more resources dedicated to create content to prepare the users through change. This can be in the form of workshops, videos and even newsletters.
In addition, we also do change impact assessment to identify the benefits and impact that you are bringing to an organisation. Even after go live, there will still be change management efforts on the ground to gauge the satisfaction levels and to measure the improvements to a business.
