Apr 2011 - now: join a new Stat Board... but still given same salary as previous stat board.

Previous employee history: working part time in bank as website developer.

but when i join my current company, they say they dun recognize my past working exp and out of goodwill give me the current salary.

wanna to ask if u in my shoes, will u source for another job?
and for stat board wat is the normal rate of increment?
Your distance learning degree is not worth anything for government organizations. The thing about stat board / civil service is that salary is fixed and not negotiable. Your jumping around different boards will not help in getting more money because they all use roughly the same salary table.

If you really want to get a boost in pay, you need to go private sector and smoke your way through for interviews. For a distance degree with no honors, 2.7k is very generous already.
