The ceilings between 3 and 4 really has a big difference. But I'm kinda at peace with my current pay. Even if it's pretty peanuts. So I don't mind continuing with that salary point for years to come. I just wanna continue with whatever current load I have. And focus on other aspects of my life. At this ripe age of 40, work and climbing up the corporate is definitely low priority.
I would like to know what kinda repercussions there are if I do decline the promotion. Will that be a basis to get dismissed/first to get retrenched? Given more responsibilities out of spite?
Appreciate to hear from someone who has declined a promotion before.

Yes not near. It's average. So should be able to get near $500 increment. My colleague who got the same promotion GEO 3 to GEO 4 last year, was at around 5.1k already so his increment from being promoted was not $500, but because he was an A-grader so it still sort of balances up since the merit increment is high.
