I am the earlier poster. I have tried several ministries. Don't listen to 2nd hand anecdotal information which may be subjective (people always inflate their salaries, even to family)
Just look at the graduate employment survey which is statistically sound.
Most ministries are under 4k even for FCH +
NS. Unless you're in a special scheme or have some bonuses it could be 4.2k odd.
