Default Better to be unconditionally employed

Is it normal for them to take more than a week or did something go wrong somewhere (e.g. maybe they want to retract the contract??)

Also, do ministries give formal offer before security clearance is completed?
Yes their contract has clause that allows them to void the contract if all conditions are not fulfilled. My friend medical was complicated so he signed first for peace of mind. Eventually contract was void due to medical reasons. So now all of us know this loophole.

Sign early also pointless, might as well sign when HR confirms that you are unconditionally employed.
