There are actually a number of smokers or "relics" who managed to sneak into the tech related depts due to high demand when this tech / DS fever started back in 2016. Some of them don't even have proper tech qualifications or competency or passion to do the work. They were originally from policy making departments or from non-tech roles in other public service organizations. They were possibly given the roles due to their public service experiences back then. It is extremely hard to get rid of them.

Ehhh, mgt decide to have transformation. We hire "TECH" companies to do the transformation for us (so if we still cannot transform after that, jia lat leh). Be clear on the lines.....

At least they spent some $$$ to progressively renovate the office spaces.. I suppose thats not the transformation you hv in mind but got to give them some credit too..
