Is that why Grade H may get paid more than a J? Then just leave and rejoin as Grade J

Imagine your RO is Grade I. How will a Grade I promote a reportee to Grade I too? No matter how well you perform, you just get suck and work hard for nothing. There are many ways to score you as C so rather lie flat.

Since GovTech considers itself to be above an average high tech company, maybe it should adopt a more modern HR practice to have a promotion review committee and allow individual to pitch to the committee similar to those upper tier tech companies. Similarity, for job rotation, should allow a person to apply for a higher grade job. Of course, probation can applies. This will also incentivise ppl to rotate instead of stuck in the same place and waiting for their promotion queue number to be called.

How long does one get stucked at H normally? Hoping to hit I within 2-3 years

Then they same rank as their RO but still report to them. Cause specialist role doesn't have ppl management ma.

No problem one

Unless they want to go DSM / ppl management route

If possible, can follow those consulting firms to allow an individual to take own initiative to build up portfolio across different projects and not limited to the same RO. The more u do and do it well, the more points u get to qualify for promotion. This will drive away the slackers and attract the true talent.

Better still, make it quarterly review and give out bonus/promotion accordingly.
