Yup, i work in public service for 10 years and understand that there is no such thing as sign on bonus. Unless, HR is telling him or her the annual package is 12 + 3 months bonus.

Ya, got 4 months bonus. It's called AWS, PB, mid year and end year component.

7k+ should be experienced hire (approx H grade).

Trainings were given as promised. The experience is subjected to how you perceive the job.
