I think your Husband pampered his out of job Sister too much. Others spending seems logical to me. You cannot just feed someone that way, she will be too dependent on your Husband. You should find out more why is she out of job for three years? Is there any way to get her back on track? Can also propose to reduce the $5000 per year support letting her know this is not sustainable.
