Govt will announce something like
"with the outlook of the economy, we need to prepare for uncertainty for FY 2017/18. After discussion with the union, We are pls to announce a 0.xx mth for all civil servant and a once off increment for lower income officer of $xx. This once off increment will help around xxx amount of officer."
