CEP is your glass ceiling, not guaranteed. Also MX10 is DD nor AD. A lot of people with DD CEP end their careers at SAD. Many do not reach their CEP level anyway.

AD is more or less a guaranteed for local uni degree holder unless you screw up big time or really piss somebody high up. Even a below average performer at C level will reach AD after 20+ years of service. In fact there are so many people stuck at AD that more & more ministries are creating another artifical level called SAD to cater for those who cannot make it to DD and yet still have many years to go before retiring.
