I would say there are better opportunities out there. Given that there is little progression and you have lower starting pay than most second upper peers out there, i would recommend you to jump ship. Moreover, you mentioned that your expertise is sought after, so why not? If you want high starting pay and good work life balance, most govt companies can give you the best of both worlds.
