Singapore Customs is under the Ministry of Finance. It is not a stat board. It is an agency under MOF. The hierarchy is comparable to how home team departments like SPF and SCDF is under the parent Ministry of Home Affairs.

Customs was never part of SIR. They are 2 different entity. In 2003, the checkpoints function of customs merged with SIR to form the current ICA.
