Nowadays asking their budget for the position is the only way to gauge the real thing. Most JDs like to exaggerate until every role look like very important and strategic to feed the Gen Y/Z ego who like to promote fast & feel important. Because most HR jobs no hard KPIs or financial deliverable, it is very easy to say until heaven & earth.

The caliber of the hiring manager who interview can also give a clue. For e.g. if the hiring manager is a HR Director who seems to have only local knowledge, no business insights, more concern with ops activities, too old & backward thinking like your typical 40+ auntie, then chances are anyone reporting to him/her also ops & admin in nature.
