That's bcos the there is only one department in the entire
MTI (in fact, the entire civil/public service) that is under the economist scheme. And not everyone is eligible to apply for the scheme as it requires a good hons in economics at the very least.
Btw 4.5k is the starting pay for second upper for those under the ES scheme now. First class is around 4.8-4.9k
