You won't get a different CEP just by switching departments or even ministries. However like another poster has pointed out, your CEP will rise and fall but only until you're a certain age, after which it will probably stagnate for the rest of your career.

Typically, when you transfer, your boss would also change. Likely your CEP would also be reset because of these 2 reasons:
1) Your new boss doesn't know you well enough
2) You're learning new skills

Longer term, as long as you're passionate in your new job, your boss would likely like you and 'fight' to up your CEP.

p/s boss is referring to some superscale director, may not be your direct sup.
Also you need to take note that the CEP is a measure of potential and a long term career plan and there is no guarantee that you will reach this ceiling. How so? Promotion is quota-based, that is quota of the number of positions available for a certain grade within your ministry/dept. Suppose there is no quota, you won't be able to rise, regardless of your CEP.
