your theory is correct, however not totally agreeable.
You shd restrict your application to an organization, let say
MOE, once or twice in a month and only those positions that interest you a lot .
So that means, you can apply to many public organizations at a time. The employers actually will not bother to check what you applying in other organizations.
And never apply the same position over and over again if nv shortlisted.
