i think it is just an indicator as to whether you have advertised in the jobsbank, you can still apply for an EP (remember certain jobs don't eve n require advertising on the jobsbank). So if
MOM sees that the company has not advertised on the jobsbank, they would reject it. That could count as some of the rejections
