Hi all, I have just been offered a position in a ministry/stat board. I need your opinion regarding my starting monthly salary:

1) My backgorund
Degree 1st class honors in science + PhD in engineering (part-time)
3 yrs working experience while doing my PhD - Current salary $ 3200

2) Was offered 4.2k/month. Am I underpaid?

3) Is Job offer package negotiable for cilvil service/stat board?
