There is such thing called different tiers for SB. It is usually based on the amount of money given by the ministry to the SB for their operating functions. Some examples of tier 1 are EDB, MAS, and A*STAR etc.

Due to the nature of their work, these SB usually try to hire 2nd upper and above. Therefore to be competitive, their salary and benefits are better and they are able to justify the need to their parent ministry.

So yes, if you work in a tier 1 SB, your starting salary + benefits usually will be better than if you work in a tier 2 SB.
