Not a 'policy' per se. Most US/UK and Singapore university PhDs have more prestige and are harder to get. Hence, they are more preferred than PhDs from other Asian Universities. Take for example
NUS, recently they've been ranked top in Asia by QS. They wouldnt hire any PhD grads from lower ranked universities. Especially not South-East Asian Universities. Malaysia, Thailand etc has university rankings that are very low compared to
NTU/
NUS. Not to mention that the competition for jobs in local universities in Singapore is quite tough. Hence, they will take PhD grads from better universities.
