The higher than usual annual increment could be due to your boss wanting to reward u for good performance. But it is not related to promotion, unfortunately.

Promotion is dependent on your boss, the annual quota in your department and your CEP. It is important to note that promotion and performance are Not strongly correlated. Potential is the more important determinant. That is the rule of the game, as we all know it in the civil service.
