Harsh reality where Lower Subgrades (Geo2/3) are tasked with OIC work (meant for geo4/5) and still getting C! At the end of the day, ranking compares how you performed relative to others in your subgrades and they compare the impact. Sometimes it may be even the smallest of things that differentiate C from the C like a bell curve in Uni where A grade can be 95/100 and 94/100 is a B grade. Just my 2 cents. And also whether the ranking panel value the impact of your work. The appraisal is always subjective. People look at a piece of art and say, this is worth $100. Another person looks at it and says it’s worth $10,000.

Been through the disappointment, but it forces you to ask yourself why you do what you do. Are you doing it to benefit the students, or are you doing it for the applause of men/grade. that being said, don’t let a “grade” steal your passion for teaching. I’m sure the impact you have on your students is more meaningful than what your RO may perceive.
