asking because ive been very deep into my job search and if this is a tell tale sign that i will not pass approvals/checks then i should not be wasting my time on civil service. just feeling really down because its hard to even get a verbal offer let alone a real one and a job

u r super lucky to reach the phase of provisional offers from many
SBs/Ministries.
it could be possible that during the relevant admin checks eg Cat2A, Cat 1, red flags -> the ministry/SB may not proceed.
Eg traced antecedents with the likes of
ISD, MSD, CRO
there's also possibility that your listed refs throw u under the bus with a lousy reference check, u can more or less suck thumb and kiss good bye.
from personal experience (having gone the other extreme of provisional offer retraction after clearing G50 and clearing submission with Perm Sec for the formalisation of provisional offer), the hiring SB/Ministry usually will await the outcome of the admin checks (ie no red flags in the G50), good to go then put up submission papers for Perm Sec approval to formalise the job offer.
from organisation perspective, it will take a very brave soul to put up submission paper to seek PS approval to hire a potential candidate that didn't pass the admin clearance phase.
these senior civil servants are super sharp ones, cannot hide from them.
