Its not about being too much.

It is the optics. You are 40 years old, trying to get shelter at civil service asking for 4.5K.

Unless you are going for executives roles for poly and below, there is no reason for CS to want to hire you.

At 4.5K i can hire a local uni grad who has the energy and ideas and can be easily molded.

You are 40, are you sure you will listen to all instructions given to you? What if the instructions comes from a manager that is 25 years old? Will you accept it whole heartedly?
