2. If the officer refuses to apply for transfer, is HR able to forcibly redeploy the officer? And will the officer get slapped with a C- and below grade for refusing?

3. If such an officer is a KP, will he/she be forced to step down or transfer out?

Am an ex KP who have left the service so let me be the brave one to answer.

1) usually they won give the real reason. Telling you that you are the excess is a ‘no no’. Excess headcount is a secret, only the dept hod/SH/LH and SL knows. If other hod knows, means someone spill the beans. Similarly, saying that there’s excess in the dept is also a taboo. Teacher quota by right is a secret. Only P knows or the person handling TQ knows. But seems like nowadays SLs do tell the management team openly.

2) the good thing about moe hr is, no forcing will be done. You dun wan to leave, nobody can force you. But be assured, your PB won be great if u stay in the school.

3) step down yes. HR and SLs are very strict on this now. You are not doing your job, you better step down, let others do it. Hence, once u are a KP, there’s no rest or work life balance anymore. Anytime you go into their radar, you need to be on high alert and dun step on the wrong toes.
